Recntly ran into an issue where I could not access list setting or library settings page.

In SharePoint Designer 2010, simply connect to the site, select the list / library from the left side of the screen.
On the top ribbon, List Settings.

On the page that opens, you will see List ID: ___________________________.

Done!
