ARP.EXE, conhost.exe, and ROUTE.exe were using up a lot of my desktop resources. After a lot of fun, I tracked the issue down to two system services:

Windows Azure Guest Agent
Windows Azure Telemetry Service

Using msconfig, I disabled the services and rebooted. All is well.
