I was looking for the Ink Picture control and could not find it.
Navigate to File -> Advanced form options -> Compatibility
Change the form type.
I changed mine to InfoPath Filler Form.

If you are struck with an issue that prevent Ink Control from being displayed in InfoPath Filler, then you may need to look at this
